Kyoto City
Base · 1–7 nights
The essential first base for temples, gardens, food, craft traditions and old neighborhoods, with enough range to fill several days without repeating yourself. Start early in Higashiyama, Arashiyama and Fushimi; spend later hours in quieter districts rather than treating the city as a temple checklist.
Uji
Short stop · 1 day
A compact tea-and-temple city on the Uji River, best for Byodo-in, proper Uji tea shops and a calmer half-day than central Kyoto. It is close enough to Kyoto City that an overnight usually adds little.
Fushimi
Come for Fushimi Inari at first light, then stay for the sake-brewing district, canals and tastings around Chushojima. It is a far better use of the area than joining the midday queue at the shrine entrance and leaving.
Arashiyama and Saga
Kyoto's western river-and-foothill district combines Tenryu-ji, the bamboo grove, bridge scenery and less crowded temples deeper in Saga. The bamboo is brief and busy; arrive at dawn and use it as a starting point, not the whole outing.
Ohara, Kurama and Kibune
The mountain edge of Kyoto offers temple valleys, cedar forest and cooler walking than the central basin. Ohara is the substantial cultural day out; Kurama and Kibune work best for walkers and a deliberately slow lunch rather than a rushed circuit.
Wazuka and Southern Kyoto Tea Country
Base · 1–2 days
This is where Uji tea is grown: steep tea valleys, farm visits, tastings and cycling rather than polished tourist streets. It rewards a car, a booked tea experience or real enthusiasm for tea; otherwise, keep Uji as the easier outing.
Miyama
Base · 2 nights
A rural Tanba escape centered on Kayabuki no Sato's thatched farmhouses, quiet lanes and local food. Do not make the long journey just for a quick photograph—two nights, a car or e-bike make the place much more convincing.
Amanohashidate and Miyazu
Base · 1–2 nights
The best public-transport base on Kyoto's coast, built around the pine-covered Amanohashidate sandbar and Miyazu Bay. Give it a full day for the sandbar, viewpoints and seafood, then use it for an Ine excursion or a ryokan night.
Ine
Short stop · 1 night
A tiny fishing village of waterside funaya boat houses, best experienced through a boat ride, seafood meal and quiet overnight rather than a hurried bus turnaround. Stay if you value atmosphere over nightlife, broad restaurant choice or easy logistics.
Maizuru and the Kyotango Coast
Short stop · 1 night
Choose Maizuru for naval history, red-brick warehouses and bay views; continue west for beaches, onsen and serious winter crab ryokan. This is car territory—without one, Amanohashidate and Ine are the smarter coastal pairing.
Kyoto essentials with the coast
8 days / 7 nightsKyoto City (4 nights) → Amanohashidate and Miyazu (2 nights) → Ine (1 full day trip from Amanohashidate and Miyazu) → Kyoto City (1 night)
The right first trip without a car. Give Kyoto City enough time for the major districts plus Uji or Fushimi as day trips, then take the limited express north for a proper coastal stay. Base in Amanohashidate rather than attempting Kyoto–Ine–Kyoto in one punishing day; Ine deserves an unhurried boat ride, seafood lunch and slow return.

10 days / 9 nightsKyoto City (7 nights, using it as the base for Uji and Wazuka) → Uji (1 full day trip from Kyoto City) → Wazuka and Southern Kyoto Tea Country (1 full day trip from Kyoto City, ideally by car or booked tour) → Amanohashidate and Miyazu (1 night) → Ine (1 night)
For travelers who care more about tea, food and deliberate pacing than collecting every Kyoto landmark. Uji is easy and should stay a day trip; Wazuka is worth the extra effort only for a real tea-farm visit or cycling day. Finish with one night on the sandbar and one in Ine, where the waterside setting is best after day-trippers have gone.

14 days / 13 nightsKyoto City (5 nights) → Wazuka and Southern Kyoto Tea Country (2 nights) → Miyama (2 nights) → Maizuru and the Kyotango Coast (1 night) → Amanohashidate and Miyazu (1 night) → Ine (1 night) → Maizuru and the Kyotango Coast (1 night)
A second-visit itinerary for travelers with a car and a genuine appetite for rural Kyoto. It gives Wazuka and Miyama enough time to be more than photo stops, uses Maizuru as sensible connective tissue, then slows down again for Amanohashidate and Ine. End on the Kyotango coast for beaches and onsen in warm weather or a serious crab ryokan in winter; without a car, cut the final coastal leg and add a night in Amanohashidate.
